Background

The National Park Service Contracting Operations (ConOps) Central, Nekota Major Acquisition Buying Office is issuing an Invitation for Bid for the replacement of fencing at Theodore Roosevelt National Park South Unit. The goal of this contract is to enhance the boundary security and management of wildlife within the park, specifically by replacing existing fencing that is critical for bison livestock management. Work Details: The contractor will provide all materials, equipment, and labor necessary to remove approximately 7600 linear feet of existing boundary fence and replace it with new fencing as specified in the contract documents. The base bid includes installation of a gate and double H-brace structure at the free end of the gate. Additionally, there is a bid additive for removing and replacing an extra 2920 linear feet of boundary fence extending from the end of the base bid fence to an existing livestock guard crossing on East River Road. The new fence will consist of galvanized steel round posts with prepared thru-holes for tie wire, high strength woven wire mesh suitable for bison, various gauges of wire for securing mesh and H-brace assemblies, 3/8 steel aircraft cabling, and two steel framed permanent gate structures. The contractor must determine final quantities based on construction documents detailing post spacing and brace structure locations. The project will be executed in phases of half-mile increments, requiring inspections after each segment's completion before proceeding with removal of the old fence. Access to the project area will primarily be through Interstate 94 right-of-way with limited access from East River Road, adhering strictly to conditions set by the North Dakota Department of Transportation. Period of Performance: Work shall be completed within 320 calendar days from the start date indicated in the Notice to Proceed, including any adverse winter weather breaks. Place of Performance: The construction projects will take place at Theodore Roosevelt National Park South Unit, North Dakota.
