THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It does not constitute a request for quote (RFQ) or request for proposal (RFP), or a promise to issue an RFQ or RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted. Air Force representatives may or may not choose to meet with interested vendors. Such discussions would only be intended to get further clarification of potential technical capability to meet the requirements, especially any development and certification risks. The Air Force seeks information on the capabilities of interested contractors in the technical and program management areas, described in the attachment, to facilitate Market Research for an intended competition. Mobile Command and Control Systems (MC2S) Branch has the responsibility of acquiring and sustaining mobile C2 systems in support of the U.S. Air Force and Department of Defense. The MC2S Branch is conducting market research through this RFI. Background The Mobile Command and Control Systems (MC2S) Branch is part of the U.S. Air Force and is responsible for acquiring and sustaining mobile command and control systems in support of the U.S. Air Force and Department of Defense. This Request for Information (RFI) is intended to gather information on the capabilities of interested contractors to facilitate market research for an intended competition related to the MC2S requirement. The RFI does not constitute a request for quote (RFQ) or proposal (RFP), nor does it imply any commitment from the Government to procure services. Work Details Respondents are requested to provide detailed information regarding their capabilities in various areas including: 1. Mission-specific capabilities: - Design, integration, production, and sustainment of mobile command and control systems-of-systems. - Experience in system engineering, particularly with system-of-systems integration. - Management of classified systems including integration, testing, and sustaining operations. - Expertise in Electromagnetic Pulse (EMP) hardening and testing across various systems. - Capabilities in mobile, transportable, or fixed power generation systems, HVAC systems, water purification systems, satellite communications (both commercial and military), radio systems (RF/HF/UHF), and other secure communications capabilities. 2. System Sustainment: - Ongoing sustainment experience including periodic depot maintenance, field repairs, and training development for delivered systems. 3. Facility and Security: - Information on facility clearances, secure communication capabilities, experience with Government Owned Contractor Operated (GOCO) facilities, and examples of recent performance on classified contracts. 4. Industry Day Attendance: - Indication of intent to attend the MC2S Industry Day and request for one-on-one sessions with the MC2S Branch. Place of Performance The notional location for the Industry Day is Hanscom AFB, Bedford, MA.
