The United States Merchant Martine Academy (USMMA) seeks a qualified and experienced contractor to provide labor, material, transportation, tools, equipment and supervision to perform painting services to Eldridge Pool. Services include, but are not limited to, patching/repairing the pool surfaces, stonework and painting the pool surfaces. This requirement is a total set-aside for certified small business concerns. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 238320 for Painting Contractors (PSC: J078) with a business standard size of $19 Million. Offerors are advised that they are responsible for obtaining ALL quotation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA. Quotes will only be accepted electronically via e-mail at NarineA@usmma.edu. All service must be in accordance with this Solicitation and attached SOW. A Single, Firm Fixed-Price Award (Purchase Order), IAW FAR Overhaul Part 12, will be made to the responsible offeror, whose quote, conforming to the Solicitation and Statement of Work, offers the lowest price, technically acceptable (LPTA) quote. The Government will evaluate quote for award purposes based on an acceptable/unacceptable basis to determine if the offeror meets the requirements described in the requirement and past performance of similar size, scope and complexity. Total Price will be evaluated to determine the Lowest Price technically acceptable. All offeror's are requested to provide discount off their normal marketplace pricing. This technical requirement will be evaluated based on the Acceptable or Unacceptable criteria, see below: - Acceptable - Quote meets or exceeds the requirements of the solicitation. Risk is low. - Unacceptable - Quote fails to meet the requirements of the solicitation. Risk is high. For past performance the offeror shall provide one example of similar size, scope and complexity within three years. The Offeror must identify the contract number; name of the U.S. or State Government client; name of the point of contact; telephone number or email address; contract type; total contract value; and period of performance. Background The United States Merchant Marine Academy (USMMA) is seeking a qualified contractor to provide comprehensive painting services for Eldridge Pool. Work Details The contractor shall provide all labor, materials, transportation, tools, equipment, and supervision necessary to perform the following tasks: patching and repairing pool surfaces, stonework, and painting the pool surfaces. All work must conform to federal, state, and local regulations and codes. The contractor is responsible for maintaining a clean work area compliant with safety standards, securing areas worked on daily, and repairing or replacing any damage to existing facilities at no cost. A site visit will be scheduled for examining existing conditions prior to repair activities. Excess material and debris must be disposed of according to local and state ordinances. Vehicles are prohibited from driving on sidewalks or grass. Efforts should be made to minimize disruption to the Academy's daily routine. Upon completion of work, the contractor must provide a signed warranty covering any damage or defective materials for one year after installation. Place of Performance The construction tasks will be performed at Eldridge Pool located near the Waterfront at the USMMA, 300 Steamboat Road, Kings Point, N.Y. 11024.
