Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for a construction contract aimed at upgrading the electrical system at the Shiawassee National Wildlife Refuge located in Saginaw, Michigan. The primary goal of this contract is to enhance the existing electrical service capacity from 50 amps to 100 amps to ensure reliable performance and prevent potential system overloads, thereby supporting the operational needs of the facility. Work Details The contractor is required to perform several tasks as part of the electrical upgrade project: 1. Evaluate the current electrical service and identify limitations within the existing infrastructure. 2. Replace or upgrade outdated or undersized components, including wiring and electrical boxes. 3. Install higher-capacity electrical equipment and verify proper connections and load distribution. 4. Disconnect and remove existing wiring, then install new appropriately rated wiring through existing underground conduit from the Headquarters building to a four-stall garage approximately 125 feet away. 5. Upgrade all necessary electrical panels or related components to support increased load capacity. 6. Install a 50-amp RV-capable receptacle in the northwest corner of the garage, including all required hardware and circuit protection. 7. Repair any interior finishes disturbed during work, ensuring a neat and professional condition upon completion. 8. Remove all debris, packaging, scrap materials, and waste generated by the project, leaving the worksite clean. Period of Performance The period of performance for this contract is from April 27, 2026, to May 15, 2026. Place of Performance All construction work will be performed at Shiawassee National Wildlife Refuge located at 6975 Mower Road, Saginaw, MI 48601.
