The intent of this solicitation and any resultant contract is to obtain an Aircraft Computerized Maintenance Management System (CMMS) for the United States Forest Service (USFS) aircraft fleet. This product shall be a Configurable Commercial-Off-The-Shelf (COTS) Software and currently in aviation industry use and can be configured to support the USFS aircraft fleet.

The agency's mission is to sustain the health, diversity, and productivity of the nation's forests and grasslands. The USFS operates a fleet of aircraft for various roles in wildfire response, including transporting personnel and cargo. This solicitation seeks to procure a Computerized Maintenance Management System (CMMS) for the USFS aircraft fleet, which will replace an expired legacy system that was limited to parts tracking. Work Details The CMMS will provide comprehensive maintenance tracking and logistical support for aircraft, parts, and tooling. Key requirements include: 1. Aircraft Maintenance Management: Functions such as planning, tracking, scheduling, auditing maintenance activities; creating tailored work orders; generating reports; tracking labor hours; monitoring employee training certifications; and integrating technical directives. 2. Operations Management: Tracking flight usage metrics including flight hours, cycles, engine starts, etc. 3. Technical Information Management: Compatibility with various data formats (Excel, Word, PDF) and ensuring secure data transfer. 4. Technical Support: Providing user support for system access and usage issues. 5. Operations and Maintenance: Ensuring system functionality at least 95% of the time with capacity for multiple concurrent users. 6. User Training: Initial personalized virtual training sessions for users. 7. Security Compliance: Adhering to security policies including Multi-Factor Authentication (MFA) and FEDRAMP standards. Period of Performance The contract will have a base period of performance lasting 12 months from the date of award, with options to extend up to a total of 60 months if all options are exercised. Place of Performance The contract will be performed at multiple facilities where USFS aircraft are operated.
