UESC is to acquire energy and water conservation services, reduce energy or water consumption and associated utility costs, and reduce energy and water- related maintenance, repair and replacement (MRR) costs, as specified in each associated contract or task order (Contract). UESCs are used to obtain energy and-or water cost and-or energy unit savings through the implementation of various energy and/or water conservation measures (ECMs). As part of and in addition to achieving energy savings, UESCs may enhance the security and the resilience of energy and water systems, modernize infrastructure, and improve mission assurance through technologies including but not limited to distributed generation and energy storage technologies, continual/ongoing commissioning, and other technologies. MRR savings must be related to the ECM, that is, costs reduced or avoided by the implementation of one or more ECMs.

Background The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is issuing this solicitation to acquire energy and water conservation services through a Utility Energy Service Contract (UESC) at Fort Rucker, AL. The goal of the contract is to reduce energy and water consumption, associated utility costs, and maintenance, repair, and replacement costs related to energy and water systems. The UESC will also enhance the security and resilience of these systems while modernizing infrastructure to improve mission assurance. Work Details The contractor will be responsible for conducting a preliminary assessment of energy usage at Fort Rucker, developing an Investment Grade Audit (IGA) for energy savings solutions, and implementing various energy conservation measures (ECMs). Specific tasks include: 1. Boiler Improvements: Specify design standards and implement improvements; provide necessary labor, management, quality control, materials, equipment, and permits. 2. HVAC System Upgrades: Similar responsibilities as above for HVAC systems. 3. Steam Distribution Improvements: Specify design standards and implement improvements; provide necessary resources as outlined. 4. Water Conservation Improvements: Specify design standards for water conservation measures; provide all required resources for implementation.
