Nuclear Energy Development Services for Kentucky

Background

The Kentucky Nuclear Energy Development Authority (KNEDA) is seeking proposals to advance the technological and economic development of Kentucky's nuclear energy sector. This initiative aims to create jobs, promote regional economic growth, and enhance workforce training through nuclear energy innovation. The RFP encourages submissions from organizations that align with Kentucky's energy goals, particularly those targeting economically distressed regions. The total funding available under this RFP is $8 million.

Work Details

Proposals should focus on projects that support the nuclear energy ecosystem, which includes: 1) The nuclear fuel cycle (fuel conversion, enrichment, fabrication); 2) Reactor design and component manufacturing; 3) Supply chain manufacturing and distribution; 4) Facility siting and development; 5) Radioisotope production; 6) Facility operation and maintenance; 7) Decommissioning waste management; 8) End uses of nuclear energy. Proposals must demonstrate how they will promote technology innovation, catalyze private investment, provide job creation opportunities, enhance public health and safety, and foster collaboration among research institutions and industry partners.

Period of Performance

The contract period will commence upon execution of the contract and will be governed by the terms outlined in the RFP. Proposals are due by October 31, 2025.

Place of Performance

The work will primarily take place within the Commonwealth of Kentucky, focusing on regions identified as economically distressed or underserved.

Bidder Requirements

Offerors must be legally entitled to enter into contracts with the University of Kentucky and comply with all applicable laws. They must also be registered with the Kentucky Department of Revenue for tax purposes. Proposals must include a signed authentication statement confirming non-collusion and compliance with campaign finance laws. Additionally, contractors are required to register with PaymentWorks for vendor onboarding.
