This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1284LL26Q0032 is issued as a Request for Quotation (RFQ) for Forest Inventory & Analysis (FIA) for the Rocky Mountain Research Station. FIAs under this requirement shall be provided for New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to perform all work necessary within the areas specified. See separately attached Performance Work Statement for a full description. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 115310 The small business size standard is $11.5 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Background The solicitation number 1284LL26Q0032 is issued by the Rocky Mountain Research Station as a Request for Quotation (RFQ) for Forest Inventory & Analysis (FIA). The mission of the agency is to conduct forest inventory and analysis in various states, including New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming. Work Details The Contractor shall provide all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals necessary to perform the following tasks: 1. Conduct FIA plots in specified areas across New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming. 2. Ensure that contract crews are certified within 30 calendar days of the effective start work date. Certification includes completing field plots satisfactorily with a passing score of 90% or above. 3. Submit completed plot packets consisting of field measurements, classifications, legibility checks, and correct coding of all forms and electronic files. A batch is considered complete when it consists of 10 plot packets that have been inspected and accepted for payment. 4. Follow the Government Quality Assurance Surveillance Plan which includes inspections by the COR or designated QC Inspector to evaluate work quality based on established specifications. Place of Performance The contract will be performed in New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming.
