DoWEA provides our learners in grades K-12 with an intervention program that (1) is research-based and aligned to the College and Career Ready Standards - Literacy (CCRSL), (2) provides college and career ready literacy skills via access to grade level appropriate complex text, appropriate blend of fiction and non-fiction material, and text dependent tasks, (3) integrates reading, writing, speaking and listening and (4) provides differentiated instruction to meet the diverse needs of students, DoWEA requires a 100% digital solution.

Background The Department of Defense Education Activity (DoDEA) is seeking a contractor to provide a comprehensive digital reading intervention program for students in grades 6-12. The goal is to enhance literacy skills aligned with the College and Career Ready Standards - Literacy (CCRSL). The program must be research-based, integrating various literacy components and providing differentiated instruction to meet diverse student needs. A fully digital solution is required to facilitate access to appropriate texts and tasks. Work Details The contractor will be responsible for the following tasks: 1. Delivering digital resources that are compliant with IMS Learning Global Consortium specifications, ensuring accessibility through DoDEA’s Learning Management System (LMS) and single-sign-on platform. 2. Providing ongoing technical support and ensuring all third-party software meets the same technical requirements as the primary contractor's offerings. 3. Conducting virtual meetings, including a post-award conference and IT meetings, to discuss performance and address any issues raised by the agency. 4. Ensuring compliance with privacy regulations, including unique user accounts that do not require personally identifiable information (PII). 5. Maintaining updated content that adheres to copyright laws and ensuring resources are free from bias regarding race, religion, or disability. 6. Meeting Section 508 compliance standards for accessibility for individuals with disabilities. Place of Performance Work shall be performed at the Contractor’s facilities.
