Background The United States Department of Agriculture (USDA) is issuing this solicitation for the replacement of the entire paved area at the Memphis Cotton Classing Facility, which is in a severe state of disrepair. The facility's surfaces were first paved in 1995, and issues such as poor drainage and water intrusion have led to significant degradation. The goal of this contract is to restore the pavement to ensure safety and functionality. Work Details The project involves comprehensive pavement repair at the Memphis Cotton Classing Facility, which will be executed in three phases: 1) Front parking area including the entrance and driveway; 2) Side driveway area along the north side of the building; 3) Rear paved area. Each phase requires separate pricing, although the overall award will be a lump sum. The work includes: - Full-depth sawcut limits for repair as shown in provided drawings. - Removal of surface pavement and base material with proper disposal per local and state codes. - Reworking existing subgrade to meet TDOT standards. - Placement of crushed stone base to specified depths, compacted to 95% standard proctor. - Application of tack coat on all exposed surfaces. - Placement of Hot Mix Asphalt Concrete (HMAC) surface according to specified depths and density standards. - Cleaning and sealing cracks larger than 1/4" within designated areas. - Conditioning all surfaces to TDOT standards and applying fog seal over the entire work area, allowing for a 24-hour cure before reopening to traffic. All materials and workmanship must comply with Tennessee Department of Transportation specifications.
