This contractor shall provide security service support to USSOUTHCOM's collateral and SCI security programs, including but not limited to administrative, personnel, physical, information, and industrial security functions within the headquarters (HQ) and throughout USSOUTHCOM's area of responsibility (AOR) which includes Central and South America, the Caribbean and the adjacent waters of the Pacific and Atlantic Oceans and the Gulf of Mexico. These programs are designed to protect the command's people, information, property and operations from acts of espionage, sabotage, terrorism, workplace violence, and other criminal acts; as well as, acts of negligence affecting the command's security posture. Please see Performance Work Statement for specific details. The Contractor shall submit all questions and concerns in writing via email to Contract Specialist, Cristina Tellechea at cristina.a.tellechea.civ@mail.mil and Contracting Officer, Sherwin Riley, Sherwin.d.riley.civ@mail.mil no later than Friday, 24 April 2026 at 6:00 p.m. (EST). The email shall be entitled "Questions for Solicitation W91QEX-26-R-A001". The body of the email shall be numbered per question and contain questions in a clear and concise manner with specific reference to the page number and section of the solicitation, if applicable. No questions will be answered if received after 6:00 p.m. (EST) on 24 April 2026. Answers shall be provided as an amendment to the solicitation notice as issued via SAM website no later than Friday, 1 May 2026 by 5:00 p.m. (EST) and shall be structured as an all-inclusive question/answer document encompassing all of the Contractor's questions and the Government's responses to those questions.
Background The United States Southern Command (USSOUTHCOM) is seeking a contractor to provide security service support for its collateral and Sensitive Compartmented Information (SCI) security programs. These programs are essential for safeguarding the command's personnel, information, property, and operations against threats such as espionage, sabotage, terrorism, and workplace violence. The contract aims to enhance the security posture of USSOUTHCOM across its area of responsibility, which includes Central and South America, the Caribbean, and adjacent waters. Work Details The contractor will be responsible for a range of tasks including: 1. Providing administrative, personnel, physical, information, and industrial security functions. 2. Conducting personnel security tasks such as in/out-processing assigned personnel, executing non-disclosure agreements, conducting indoctrinations/initial security briefings and debriefings. 3. Processing clearance certification/visit access requests within specified timelines. 4. Conducting comprehensive secondary screenings at designated Entry Control Points (ECPs) to prevent prohibited items from entering facilities. 5. Assisting with access control to HQ installation buildings during emergencies and drills. 6. Maintaining security files including incident reports and personnel security records. 7. Providing weekly activity reports to capture activities outlined in the Performance Work Statement (PWS). 8. Ensuring compliance with federal laws and regulations related to security operations. Place of Performance The primary location for performance will be at USSOUTHCOM headquarters in Doral, Florida, with potential travel required to other locations worldwide.
