Background The Maryland State Police (MDSP) is issuing this Invitation for Bids (IFB) to procure Snow Removal Services for five (5) Regions across the state. The mission of MDSP is to serve as the lead coordinating law enforcement organization in Maryland, ensuring public safety and improving the quality of life for its citizens. This contract aims to maintain the grounds of MDSP facilities free from snow and ice during inclement weather, providing a safe environment for staff and visitors. Work Details The contractor will be responsible for providing all labor, supervision, materials, equipment (including snow removal/hauling/salt spreader), transportation, insurance, fuel, and maintenance necessary to clear snow and ice from roadways, parking areas, roofs, sidewalks, entrances, and steps. Specific tasks include: 1) Pretreating sites at least 4 hours before projected weather impact; 2) Arriving on-site upon accumulation of 1-2 inches of snow or within 3 hours of notification; 3) Clearing all areas using appropriate methods (plowing, shoveling, salting); 4) Maintaining clear access for vehicles and pedestrians; 5) Final clearing and treatment after snowfall; 6) Keeping records of service calls; 7) Providing salt/ice melt for parking lots; 8) Invoicing separately for each site serviced. Period of Performance The contract will have a duration of three (3) years from the date of award. Place of Performance Services will be performed at various locations within four regions: - Eastern Region: Caroline County, Cecil County, Dorchester County, Kent County, Queen Anne’s County, Somerset County, Talbot County, Wicomico County, Worcester County. - Southern Region: Calvert County, Charles County, St. Mary’s County. - Washington/Metro Region: Frederick County, Montgomery County, Prince George’s County. - Western Region: Allegany County, Garrett County, Washington County. Bidder Requirements This procurement is designated as a Small Business Reserve Procurement. Only certified small business vendors are eligible to bid. Bidders must provide a minimum of three references from similar projects completed in the last five years. Additionally, bidders must submit a Conflict-of-Interest Affidavit and ensure compliance with all applicable laws.
