Background The Johnson County government is seeking a General (Prime) Contractor to manage the cleanout, transport, land application, sampling, and analyzing of Class B biosolids (stabilized wastewater treatment sludge) from lagoon cells. This initiative is part of their commitment to effective wastewater management and environmental stewardship. Work Details The contractor will be responsible for the following services: 1. Cleanout of lagoon cells containing Class B biosolids. 2. Transport of biosolids to designated land application sites. 3. Land application of biosolids in accordance with regulatory requirements. 4. Sampling and analysis of biosolids and soil to ensure compliance with environmental standards. 5. Documentation and reporting of all activities related to the cleanout process. Period of Performance The contract will be performed on an as-needed basis, starting from the award date until completion as specified in individual task orders. Place of Performance The primary location for performance will be at the Mill Creek Regional Wastewater Treatment Facility, located at 20001 W. 47th Street, Shawnee, Kansas. Bidder Requirements Bidders must attend a mandatory pre-proposal virtual conference and a mandatory site visit on April 27, 2026. Additionally, contractors must provide proof of registration with the Kansas Secretary of State if required by law and maintain good standing prior to contract execution.
