Subject to Change Description of service (also found in draft PWS attachment): The Government requires one leased 55-Ton crane (without operators) to be used for overhead lifting and movement of support items to ensure tanks are issued to the most current standard as well as work involving the Joint Assault Bridge (JAB) system. The Government also requires an on-site training session to provide an overview of the crane's controls, operational features, primary components, guidance on startup and shutdown procedures, basic operation, and key safety considerations. These overhead cranes are used for daily lifting and movement/hauling up to a maximum of 60,000 lbs for each mission. Cranes are being utilized to support multiple Project Managers, as well as different Program Executive Offices for day-to-day mission achievement. All questions must be submitted no later than 4:00 PM Central Time (UTC-5) on April 24, 2026, to both the Contract Specialist and the Contract Officer at the above email addresses. Background This Sources Sought notice is issued by the Mission and Installation Contracting Command – Fort Hood for market research purposes only. The goal is to determine the availability and capability of potentially qualified small businesses to provide a leased 55-ton crane. The agency's mission involves fielding combat tanks to Army units worldwide, necessitating the use of cranes for overhead lifting and movement of support items. Work Details The contractor shall provide one leased 55-ton crane (without operators) for overhead lifting and movement of support items, ensuring tanks are issued to current standards. The crane must be capable of lifting between 40,000 lbs and 60,000 lbs. Additionally, the contractor will conduct an on-site training session covering the crane's controls, operational features, primary components, startup and shutdown procedures, basic operation, and safety considerations. The contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and necessary non-personal services. Maintenance support includes scheduled maintenance at intervals of 250 hours and 500 hours of use per unit. Emergency service must be available within 48 hours upon request. The contractor must ensure that all cranes are fully operational upon delivery and perform pre-operation checks before service acceptance.
