The Department of War Information Activity (DWIA) is issuing this Sources Sought notice to conduct market research for the purpose of identifying parties having an interest in and the resources to support the requirement for full-service radio imaging production for the American Forces Network (AFN) "The Eagle" radio services. The intention is to procure these services on a competitive basis. AFN The Eagle is a global radio service consisting of 26 overseas affiliate stations and two region-specific (Europe & Asia-Pacific) network feeds, providing music, news, and information to U.S. service members, civilians, and their families serving outside the continental United States. The service requires a comprehensive, modern, dynamic, and professional sonic brand identity consistent with U.S. top-market Hot AC/Top40 radio stations. The successful contractor will be responsible for delivering a full-service radio imaging solution. The scope includes providing a complete package of custom produced and voiced imaging for 26 overseas local affiliate stations and two region-specific (Europe & Asia-Pacific) network feeds and ensuring the sonic branding remains fresh and current through regular (quarterly, biannually, or annually) updates. Additionally, the contractor shall provide authorized AFN producers with access to an online, comprehensive, and regularly updated library of industry standard radio imaging assets. Imaging packages shall include but not be limited to: Sweepers, station IDs, and promos suitable for a Hot AC/Top40 music format. Imaging elements library shall include, but not be limited to: Music beds, ramps, and drones; Sweeper shells, templates, and production work parts; Sound effects, impacts, whooshes, zaps, stings, and other audio elements; Topical and seasonal imaging elements; Artist drops and other vocal samples.
