Background The Federal Aviation Administration (FAA) is seeking proposals for the delivery of firm load following electric supply services to support its mission at the William J. Hughes Technical Center (WJHTC) located at the Atlantic City International Airport, NJ. The goal of this contract is to ensure a reliable supply of electric energy and associated services necessary for the operation of the facility. Work Details The contractor will provide 100% firm load following electric supply services, which include: - Electric energy and ancillary services - ARR credits - PJM marginal losses - NJ Renewable Portfolio Standards - Transmission Enhancement Charge - FERC Order 745 charges - Balancing congestion charges - RMR charges - Capacity and transmission services to WJHTC. The successful Offeror must supply all electric supply service requirements for the full term of the contract. The WJHTC receives electric distribution service from Atlantic City Electric Company (ACE) at 69 kV. The contract will also include specific pricing options for real-time and day-ahead residual metered load aggregate (RMLA) at the AECO Zone, as well as provisions for line losses, reliability must run charges, capacity charges, and transmission charges, all to be passed through without markup. Additionally, detailed calculations for total charges based on various components are specified in the solicitation. Period of Performance The period of performance for this contract is from June 1, 2026 to May 31, 2027. Place of Performance The contract will be performed at the William J. Hughes Technical Center located at Atlantic City International Airport, Atlantic City, NJ 08401.
