Background The United States Department of Agriculture (USDA) is issuing this solicitation for the removal and remediation of waste found in the Bayou Sauvage Urban National Wildlife Refuge in New Orleans. The goal of the contract is to prevent the entry and spread of potential invasive APHIS-regulated plant pests and pathogens into the surrounding environment and agriculture. The waste on site, which is regulated by APHIS or commingled with APHIS-regulated material, requires deep burial at a landfill. The contractor will need to take over the lease of private property for access to the dump site during the cleanup process, as APHIS currently holds a temporary lease. Work Details The contractor will be responsible for: - Removal of waste from the Bayou Sauvage Urban National Wildlife Refuge. - Remediation efforts to prevent environmental contamination from invasive plant pests and pathogens. - Deep burial of regulated waste at an appropriate landfill. - Managing access to the dump site on private property, including taking over the lease for the duration of cleanup. - Ensuring compliance with applicable Federal construction wage rates and safety regulations throughout the project.
