THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operation-West (HCO-W), intends to award a firm fixed price supply purchase for Phadia 250 System, analyzer supplies and reagents for use in the Laboratory Department at Tripler Army Medical Center, HI, in accordance with the Federal Acquisition Regulation (FAR) 12.102-1, Simplified Procedures sole source acquisition FAR 12.102(b), restricting competition, only one source being available to meet the Government's needs, to: - Phadia US Inc. - (Thermo Fisher Scientific)

The objective of this sole source award is to procure Phadia 250 System Analyzer, supplies and reagents for Tripler Army Medical Center. ImmunoCAP assays are uniquely standardized and globally recognized for their analytical performance, reproducibility, and long-term consistency. ImmunoCAP provides scaled, reproducible results that closely mirror skin prick testing. The proprietary nature of ImmunoCAP assay design, calibration, and result standardization means that alternative systems cannot produce clinically equivalent or interchangeable results. As a result, no other supplies or services can reasonably satisfy the Government's requirement to maintain consistent longitudinal patient data and validated diagnostic outcomes across time and locations. The Laboratory Department requires supplies, reagents, and maintenance for the Phadia Analyzer which can perform whole-allergen and allergen component testing. This breadth and depth of capability is not replicated by any other vendor and is essential to supporting the full spectrum of current and emerging clinical requirements relevant to the military health system. Limiting this capability would directly reduce diagnostic readiness and flexibility.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required customized implant for Naval Hospital Twentynine Palms. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
