Posted: March 31, 2026, 2:20 p.m. EDT This is a formal Request for Proposal (RFP) by the Air Force Life Cycle Management Center (AFLCMC), Electronic Systems Directorate, Foreign Military Branch (FMS), AFLCMC/ESAK, Hanscom AFB, MA 01731. This RFP is to provide the Albanian Air Force (AAF) with one (1) Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system; one (1) Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system; and one (1) Weather Radar system for Kucova Air Base (AB), Albania. The VORTAC, ILS/DME, and Weather Radar systems shall be capable of supporting the AAF and the North Atlantic Treaty Organization (NATO) inventory aircraft and shall support Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). The systems shall be commercially available and meet or exceed applicable refereces in Section 2 of Attachment 1, Statement of Work (SOW), dated 10 December 2025 and Attachment 2, Systems Requirements Document (SRD). This proposed effort is a Full and Open competition. The Government is not responsible for any costs incurred during the development of a proposal in response to this solicitation. This notice does not commit the Government in any way. The Government has the right to cancel this effort in full or in part at any time. The Government intends to award one (1) contract as a result of this RFP. The Government's obligation under the resulting contract is contingent upon the availability of funds. The Offeror shall submit their proposal in accordance with Section L - Instructions, Conditions, and Notices to Offerors and Respondents. Proposals are due no later than 30 April 2026 5:00PM EST. All questions regarding this RFP must be submitted to the Government no later than 5:00PM EST on 10 April 2026. A Government Site Survey was conducted at Kucova Air Base. A copy of the site survey report can be provided upon request to the Contracting Officer below via email.
