USTRANSCOM is seeking sources that possess the availability and capability to provide scheduled fuel barge transportation services in the Gulf region, information about what solutions currently exist in the market, and is interested in learning about what information industry may need to scope a logical roadmap to succeed. This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry's response to the RFI or lack thereof will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.

Background The United States Transportation Command (USTRANSCOM) is seeking sources capable of providing scheduled fuel barge transportation services in the Gulf region. The announcement serves as a Request for Information (RFI) for planning purposes only and does not constitute a commitment to award a contract. Work Details The contract involves the transportation of Department of War-owned bulk Jet A Aviation Fuel (JAA), Jet Propellant 5 (JP5), and F76 Marine Diesel by tug and barge between U.S. ports and points on the Gulf of America and the Lower Mississippi River, including specified loading/discharging points. Key tasks include: 1. Contractor must furnish all necessary supplies, materials, equipment, and personnel. 2. Provide tugs suitable for navigating designated traffic areas and transporting two tank barges as part of a tow. 3. Tank barges must have a capacity of 25,000 bbls, calibrated up to 30,000 bbls. 4. Maintain equipment in compliance with USCG regulations, including cargo pumping systems capable of discharging at specified rates. 5. Ensure cargo delivery services are performed efficiently, including loading or discharging any quantity as specified by the COR/Supply Planner. 6. Provide daily position reports, pre-arrival reports, Notices of Readiness (NOR), and maintain cargo documentation at discharge ports. 7. Ensure compliance with safety regulations and maintain quality control throughout operations. Place of Performance The performance will take place in the Gulf region, specifically between U.S. ports along the Gulf of America and the Lower Mississippi River.
