Background The Confederated Tribes of Siletz Indians (CTSI) are seeking qualified contractors to provide construction services for the remodel of the Salem Area Office facility. This includes the development of a compliant USDA-grade commercial kitchen. The project aims to enhance the functionality and accessibility of the community center and food distribution center located at 3160 Blossom Dr NE, Suite 101, Salem, OR 97305. Work Details The contractor will provide all labor, materials, supervision, permits, and equipment necessary to complete the following: 1. Office Remodel Improvements: - Interior demolition and reconfiguration of office spaces. - Installation of new walls, ceilings, doors, and finishes. - ADA accessibility upgrades including restrooms and circulation. - HVAC modernization and ventilation improvements. - Electrical system upgrades including lighting and data infrastructure. - Flooring, paint, and interior finish improvements. - Fire and life safety compliance upgrades. 2. USDA Commercial Kitchen Development: - Construction of commercial kitchen layout per approved plans. - Installation of commercial cooking equipment and hood systems. - Grease interceptor and plumbing system upgrades. - Food preparation and storage areas compliant with USDA standards. - Sanitation stations and food safety design requirements. - Walk-in refrigeration and freezer installation (if required). - Durable wall, ceiling, and floor surfaces suitable for food service operations. 3. Site and Operational Coordination: - Maintain safe operations of adjacent CTSI activities. - Provide construction staging and traffic control plan. - Daily site cleanup and final site restoration. Period of Performance Estimated construction start is Summer 2026 with an estimated completion in Fall 2026. Place of Performance The contract will be performed at the CTSI Salem Area Office located at 3160 Blossom Dr NE Suite 101, Salem, OR 97305. Bidder Requirements Contractors must comply with CTSI Tribal Code Indian Preference requirements. This includes providing proof of at least 51% Indian ownership and control with their proposal to qualify for Indian Preference points.
