DHS - USSS Protective Intelligence Interview Training: This is a non-personal services contract/order to provide contractor services to instruct protective intelligence practical exercise interview training as part of the USSS protective intelligence basic and advance training program. This procurement is for a primary instructor (psychologist) and a secondary instructor (psycho dramatist). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items of non-personal services necessary to perform lectures, demonstrations, and psycho dramatic roles at RTC facilities as defined in this Performance Work Statement except for those items specified as Government Furnished Property (GFP) and services. The contractor shall accomplish all lectures, demonstrations, and psycho dramatic roles on the dates scheduled, within the times allotted.

Background The United States Secret Service (USSS) James J. Rowley Training Center (RTC) provides specialized training for USSS Special Agents and Police Officers. The mission is to prepare these personnel to effectively deal with individuals who may pose a threat to those they protect, particularly focusing on understanding mental illnesses that affect perception and communication. This contract aims to enhance the protective intelligence skills of Special Agents and Police Officers through practical exercise interview training. Work Details The contractor will provide non-personal services to instruct protective intelligence practical exercise interview training as part of the USSS protective intelligence basic and advanced training program. This includes: - Providing a primary instructor (psychologist) and a secondary instructor (psycho dramatist). - Delivering lectures, demonstrations, and psycho dramatic roles at RTC facilities. - Conducting a 2-day Protective Intelligence Simulations course for Special Agent Training Course recruits, focusing on threat assessment and interviewing skills. The course will involve classroom instruction followed by simulated interviews with feedback from instructors. - Providing all necessary materials including lecture notes, PowerPoint presentations, costumes, props, and any other items needed for character development during simulations. - Ensuring that instructors have relevant experience in mental health evaluations and law enforcement environments. Place of Performance The work will be performed at the James J. Rowley Training Center located at 9200 Powder Mill Road, Laurel, MD 20705.
