Background The San Bernardino County Department of Public Works and the San Bernardino County Flood Control District are responsible for maintaining approximately 2,500 miles of County roads and over 3,000 flood channels, basins, storm drains, dams, and levees. They seek to pre-qualify firms to provide Public Works Maintenance Services throughout the county for routine maintenance, public projects not exceeding $75,000, and emergency projects. This Request for Qualifications (RFQ) aims to create a Board-authorized list of vendors who can bid on these services. Work Details The services requested under this RFQ include: 1. **Chip Seal Material Testing Services**: Aggregate testing, binder testing, compatibility testing, performance testing, and quality assurance. 2. **Concrete Work Services**: Preparation and placement of concrete for various structures; removal and installation of curbs, gutters, sidewalks; sidewalk grinding. 3. **Debris Control Services**: Cleaning and repair of culverts and drains; debris removal from storm basins and channels; disposal of hazardous materials. 4. **Erosion and Sediment Control Services**: Installation of barriers; slope stabilization; tree removal. 5. **Electrical Services**: Installation and maintenance of electrical systems at County facilities. 6. **Fence Installation Services**: Install, repair, replace fencing. 7. **Guardrail Repair Services**: Install and maintain guardrails per Caltrans standards. 8. **Hazardous Waste Removal Services**: Remediation and disposal of hazardous wastes from various sources including biohazardous waste removal. 9. **Heavy Equipment Rental Services**: Rental of heavy equipment with or without operators for various tasks. 10. **Pavement Maintenance & Repair Services**: Crack sealing, pothole repair, seal coating. 11. **Snow Removal Services**: Routine and emergency snow plowing operations. 12. **Traffic Control & Flagging Services**: Setup and maintenance of traffic control devices around work sites. 13. **Traffic Striping**: Preparation and application of pavement markings. 14. **Weed Abatement Services**: Clearing vegetation using power tools. Period of Performance The contract period will begin on January 1, 2027, and end on December 31, 2030. Place of Performance Services will be performed within the jurisdictional boundaries of San Bernardino County including areas classified as Foothills (e.g., San Gabriel foothills), High Desert (e.g., Victorville), Low Desert (e.g., Yucca Valley), Mountains (e.g., Big Bear), and Valley regions (e.g., Chino). Bidder Requirements Proposers must have at least three years of experience providing similar services; be registered with the Department of Industrial Relations as required by California law; comply with local business licensing requirements; provide a Certificate of Compliance certifying material compliance with Caltrans specifications; submit a non-collusion declaration; provide information regarding former County officials employed by or representing the Proposer.
