A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. The USDA, ARS, Sugarcane Research Unit is currently in need of replacement of existing actuators with new actuators for Exhaust Fans 6 and 7 at the Ardoyne farm headhouse as per Statement of Work. This work will be completed at 501 Bull Run Road, Schriever, LA 70395. The NAICS is 561210. The business size is $47.0 million for small business. Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business. Background The USDA Agricultural Research Service (ARS) is conducting a market survey to assess the availability of qualified Small Business contractors, including SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) firms for a proposed project. This initiative aims to gather information for potential acquisition decisions regarding the replacement of existing actuators for Exhaust Fans 6 and 7 at the Ardoyne farm headhouse. The agency's mission is to enhance agricultural research and development. Work Details The contractor is required to provide all labor, parts, and materials necessary for the replacement of two existing actuators with new Siemens actuators for Exhaust Fans 6 and 7. Specific tasks include: 1. Arriving and checking in with the Point of Contact (POC). 2. Locking out the main shut-off power (LOTO). 3. Disconnecting electrical connections for the two existing actuators. 4. Removing the two existing actuators. 5. Installing two new Siemens actuators with specified part numbers: GNP191.1P (or equal) and GCA-166.U (or equal). 6. Reconnecting electrical connections for the new actuators. 7. Checking Desigo to ensure proper communication on the front-end system. 8. Verifying operation of both new Siemens actuators. 9. Cleaning up material and trash from the site after completion of work. Period of Performance The contract will be performed over a period not exceeding five years, consisting of one base year and four option years.
