Background The Department of Accounting and General Services (DAGS) of the State of Hawaii is issuing this Invitation for Bids (IFB-07-AMD-2026) for the procurement of one new Hybrid Engine SUV vehicle. The purpose of this contract is to furnish and deliver a vehicle that meets the specified requirements for use by the Automotive Management Division. Work Details The contractor is required to provide one (1) new, model year 2026 or newer, Hybrid Engine SUV vehicle. The vehicle must meet the following specifications: 1. Model: 2026 or newer front wheel drive sport utility vehicle (e.g., Toyota RAV4, Honda CR-V). 2. Wheel Base: Minimum 105 inches, maximum 125 inches. 3. Engine: Full Hybrid (HEV), minimum 2.0L 4 Cylinder. 4. Fuel Efficiency: 15 city miles / 22 highway miles per gallon. 5. Transmission: Automatic. 6. Steering: Powered assisted with Stability Control System. 7. Brakes: Four-wheel anti-lock system, four-wheel disk brakes. 8. Tires & Wheels: Minimum 15-inch radial tires with a full or space saver spare tire. 9. Suspension: Axles, springs, and shock absorbers must meet manufacturer and Federal GAWR requirements. 10. Interior Features: Five passenger seating capacity, dual front airbags, standard upholstery, reverse camera with integrated display, powered windows, factory standard radio, factory air conditioning package (CFC Free), dealer-installed floor mats, powered door locks. 11. Exterior Features: Four side doors with rear lift door, dual exterior rear side view mirrors, reverse rear backup sensors (minimum two sensors), maximum height of 75 inches, minimum ground clearance of 6 inches. 12. Color Preference: Factory White. 13. Other Requirements: Operator’s manual; mileage shall not exceed 100 miles at time of delivery; able to legally operate on Oahu’s freeways; two sets of keys/FOBs; vehicle safety inspection not less than 30 days from expiration at time of delivery; pre-collision safety system or similar; warranty coverage includes a standard warranty of 36 months or 36,000 miles and hybrid battery warranty of 10 years or 100,000 miles. Period of Performance The contractor must deliver the vehicle within three hundred sixty-five (365) calendar days from the official commencement date specified in the Notice to Proceed. Place of Performance Delivery will be made to the Department of Accounting and General Services, Automotive Management Division at Central Motor Pool located at 869-A Punchbowl Street, Honolulu, Hawaii 96813. Bidder Requirements Bidders must have an established place of business on the island of Oahu for servicing vehicles and must provide proof of compliance with licensing requirements as per Chapter 437 HRS for motor vehicle dealers in Hawaii. Additionally, bidders are required to submit various compliance certificates including tax clearance certificates and certificates related to unemployment insurance and workers' compensation prior to contract award.
