Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov. The Department of War Education Activity (DoWEA) has the following requirements: The Contractor shall provide commercial off-the-shelf, 100% digital courseware for students and teachers as well as related professional learning, and technical support for One course: Video Communications I. Background The Department of Defense Education Activity (DoDEA) is a federally operated school system that manages educational programs for approximately 66,000 children of active-duty military and DoD civilian families across 161 accredited schools. The agency aims to provide high-quality education that meets College and Career Ready Standards. DoDEA has offered the Video Communications Pathway for over a decade, with the most recent contract awarded in fiscal year 2021. This contract must be recompeted according to federal regulations. Work Details The Contractor shall provide commercial off-the-shelf, 100% digital courseware for students and teachers, specifically for the Video Communications I course. The instructional resources must be based on research-based best practices to help students master the standards. Key tasks include: 1. Instructional Resources: - Provide student resources that include various instructional activities enabling mastery of video communication concepts such as media roles, writing for broadcast, shot composition, production planning, equipment use, safety on set, and video editing. - Provide teacher resources including lesson plans, tests/quizzes, project ideas, technical support materials, and training resources. - Ensure alignment with DoDEA’s adopted standards and competencies as well as ACA Premiere Pro exam objectives. - Develop a comprehensive scope and sequence for the courseware. 2. Product Training: - Deliver asynchronous webinars or SCORM-compliant modules to train users on navigating the materials. 3. Technical Support: - Provide industry-standard technical support via phone or email within one business day for any issues related to digital resources. Period of Performance The period of performance is anticipated to be a five-year base period from June 24, 2026, to June 23, 2031. Place of Performance Work shall be performed at the Contractor’s facilities.
