Background The Portsmouth Naval Shipyard is conducting market research to assess industry capability for providing rental services of eight (8) chemical toilets. The goal of this contract is to ensure the availability and servicing of portable chemical toilet units at the Naval Base Point Loma in San Diego, California, during specified periods. Work Details The contractor will provide temporary chemical toilet units and servicing as outlined in the Statement of Work (SOW). Each portable chemical toilet unit must include: one toilet, one urinal with urinal cake, one toilet paper dispenser, one hand sanitizer dispenser, and one containment pan. Units must be uniquely numbered for identification and will require servicing three times per week. This service includes sanitizing, cleaning, deodorizing, decalcifying each unit; restocking supplies; draining and disposing of waste at approved facilities; and providing documentation of service dates with invoices. Maintenance service decals must be displayed inside each unit, filled out by vendor personnel after each service. The contractor is responsible for obtaining necessary permits for emission-producing machinery as required by California law. Period of Performance The contract period of performance is from September 1, 2026, to June 28, 2027 (43 weeks), with an option period from June 29, 2027, to July 26, 2027 (4 weeks).
