Background The contract is issued by the government to identify qualified architect-engineer (A-E) firms capable of performing professional design services for renovation projects at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. Work Details The A-E firm shall provide all necessary professional and technical services to prepare a complete set of 100% construction documents suitable for bidding and construction. Key tasks include: conducting a project kick-off meeting and detailed site investigations; providing coordinated drawings and outline specifications for design development; preparing complete construction documents at 95% and 100% completion levels; delivering cost estimates at various stages; conducting design reviews and resolving comments from the government; performing hazardous area classification determinations; ensuring compliance with operational constraints regarding access, work hours, and noise limitations; executing quality control checks at each milestone; and submitting various deliverables including design development submittals, final construction documents, meeting minutes, comment resolution matrices, and hazard classification memorandums. The design must incorporate specific technical requirements related to general architecture, structural integrity, mechanical systems including HVAC, electrical systems including power distribution, fire protection measures, and acceptance testing protocols. Period of Performance The A-E shall complete all work within 120 calendar days after contract award with specific deadlines for deliverables such as the project kick-off meeting within 10 days, design development submittal within 60 days, pre-final construction documents within 100 days, and final construction documents within 120 days.
