PRESOLICITATION NOTICE

Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support (RETS) For The Office of the Undersecretary of War for Research and Engineering OUSW(R&E) RETS Indefinite Delivery/Indefinite Quantity (IDIQ) In accordance with FAR Overhaul Part 5.101, Pre-solicitation Notice, Washington Headquarters Services (WHS) Acquisition Directorate (AD) is issuing a pre-solicitation notice for the Research, Development, Test & Evaluation, Engineering and Technical Support Services (RETS). The Government will be issuing a solicitation in the near future to establish a multiple- award Indefinite-Delivery/Indefinite Quantity (IDIQ) vehicle using FAR Overhaul Part procedures under FAR Parts 12, 15 and 16. This acquisition will be competed as a Total 100% Smal Business Set Aside under NAICS Code 541715 Research & Development in the Physical, Engineering, and Life Sciences. The electronic copy of the solicitation will be issued be issued on SAM.GOV via Procurement Integrated Enterprise Environment (PIEE). See attached document of the Draft Solicitation, along with the IDIQ PWS and Task Order 0001 PWS.

Background The Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)) is issuing a presolicitation notice for Research, Development, Test and Evaluation (RDT&E) Engineering and Technical Support Services (RETS). This contract aims to support the Department of War's research and engineering enterprise, technology development, and administration of testing ranges. The OUSW(R&E) serves as the primary advisor on matters related to technology development and synchronization of science and technology efforts across the Department. Work Details The contractor shall provide non-personal services for Research, Development, Test, and Evaluation (RDT&E) Engineering and Technical Support. Specific tasks include: - Overseeing the Department's Science and Technology (S&T) portfolio. - Advocating for the S&T workforce and laboratory infrastructure. - Managing Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs). - Cultivating the next generation of S&T professionals. - Leading critical technology protection policy efforts. - Ensuring the health of the Department's technical industrial base. Period of Performance The period of performance for this contract is from August 1, 2026, to July 31, 2031. Place of Performance The contract will be performed at the OUSD(AT&L), OASD Research and Engineering (R&E), located at 3030 Defense Pentagon, Washington, DC 20301-3030, United States.
