Customs & Border Protection (CBP) intends to limit the number sources solicited pursuant to GSAR 538.7104-3 by awarding a sole source task order modification to extend the period of performance on a current task order. Currently, only one source is capable of providing the services required to provide transportation and guard services with certified, armed transportation officers and vehicles outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A sole source task order modification will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as required by CBP.

Background U.S. Customs and Border Protection (CBP) is seeking to extend the period of performance on a current task order for ground transportation and guard services. The agency's mission includes the safe and efficient movement of detainees intercepted and processed within the Southwest Border. CBP intends to award a sole source task order modification to ISS Action Inc., the only contractor capable of providing the required services with certified, armed transportation officers and specialized vehicles. Work Details The contractor will provide armed/unarmed ground transportation and medical facility guard services for detainees across four Border Patrol sectors: Tucson, Yuma, El Centro, and San Diego. The services are critical for preventing the diversion of U.S. Border Patrol agents from their law enforcement duties. The contractor must supply vehicles outfitted with detention packages, camera systems, communication systems, and approximately 130 fully trained, armed, uniformed drivers with Commercial Driver’s Licenses (CDL). This extension is necessary to ensure safety during the transportation of detainees and to protect government property. Period of Performance The contract will be performed under a Bridge task order that remains in effect through March 31, 2026. Place of Performance Southwest Border regions including Tucson, Yuma, El Centro, and San Diego.
