Background The Department of the Interior (DOI), through the Acquisition Services Directorate (AQD) and the Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO). The purpose is to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services for a conservation easement project in Kijik, Alaska. This project aims to procure independent opinions on the market value of specific properties owned by Kijik Corporation, which are located within Lake Clark National Park & Preserve. Work Details The contractor will be required to conduct two appraisals using the Before & After Methodology for three parcels of land. The appraisals will determine: 1) The market value before the imposition of a conservation easement; 2) The market value after the conservation easement has been imposed. The properties encompass approximately 26,629 acres of undeveloped tundra and wooded land. The appraiser must independently verify all information provided in this Statement of Work for reliability. Specific tasks include assessing property access, water resources, and any outstanding rights or reservations affecting the parcels. The appraisal report must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA). Period of Performance The target period for delivering the initial appraisal report is 120 calendar days from contract award, with a maximum extension not exceeding 180 days.
