Background The New York State Office of Court Administration, Division of Technology and Court Research is seeking Abnormal Security Services to enhance their email security capabilities. The goal of this contract is to procure a cloud-based email security platform that integrates with Microsoft 365 to detect and block phishing, business email compromise, malware, and account-takeover attempts. This initiative aligns with the agency's mission to ensure the safety and integrity of communications within the Unified Court System. Work Details The contractor will provide Abnormal Security, a cloud-based email security platform that analyzes email behavior patterns, message content, and threat indicators. The services include: - Integration with Microsoft 365 using secure API-based access without requiring mail flow changes. - Protection against advanced cyber threats by understanding human behavior and detecting anomalies. - Maintenance and support included at no additional cost. - Provision of an application program interface (API) for secure real-time integration with UCS Microsoft 365 environment. - A self-service electronic portal for UCS staff to configure data transmittal and view reports on data volumes transmitted. Period of Performance The contract will commence upon issuance of a Purchase Order and will cover a service duration from May 21, 2026, to May 20, 2027. Place of Performance Services will be performed within the geographic boundaries of the United States (CONUS), as UCS does not allow data to be located outside this area. Bidder Requirements Bidders must provide proof of compliance with insurance requirements including: - Commercial General Liability Insurance ($2 million per occurrence) - Data Breach and Privacy/Cyber Liability Insurance (minimum $2 million for low risk cloud services) - Technology Errors and Omissions Insurance ($1 million minimum) - Crime Insurance ($2 million minimum). Bidders must also hold an ISO/IEC 27001 certification before execution of the UCS Agreement.
