The proposed contract action is unrestricted. Codes for services or suppli es: NAICS 334516, PSC J066; Description: (i) The requirement is for routine repair and maintenance services in accordance with the Statement of Need; (ii) This presolicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact before the due date/ deadline of this SAM posting. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The anticipated award date is estimated to be April 2026.

Background The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office, Western Acquisition Division-Seattle, is issuing this contract for routine repair and maintenance services for oceanographic instruments used by the Ecosystems Surveys Branch of the Northeast Fisheries Science Center (NEFSC). The NEFSC operates an optical survey for the Atlantic Sea Scallop using a towed camera array, which is critical for habitat mapping and monitoring environmental factors. The goal of this contract is to ensure that all instruments are factory serviced and calibrated annually to maintain the accuracy of climate quality oceanographic data. Work Details The contractor shall provide comprehensive service and calibration for various Sea-Bird Electronics sensors, including: 1. Comprehensive Service and Calibration of SeaBird Electronics Conductivity Temperature and Depth sensor model 49. 2. Comprehensive Service Calibration of Sea Bird Electronics Conductivity Temperature and Depth sensor model 37, including room temperature pressure characterization. 3. Comprehensive Service and Calibration for Triple Channel ECOs (EcoTriplet Sensor), excluding optics head replacement. 4. Post Cruise Calibration for Triple Channel Ecotriplet sensor. 5. Comprehensive Service and Calibration of Seabird Electronics 43 Dissolved Oxygen Sensor. 6. Optional services include installation of antifouling devices and additional instrumentation as needed, up to three units. Period of Performance Base period from April 1, 2026, to March 31, 2027, with optional periods extending through March 31, 2031. Place of Performance Services will be performed at DOC/NOAA/NMFS located at 166 Water Street, Woods Hole, MA 02543.
