Background The National Oceanic and Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service (NMFS) Office of International Affairs, Trade, and Commerce (OIATC), is conducting market research to identify qualified sources for language interpretation and translation services. The goal of this contract is to enable effective communication with foreign government counterparts and international stakeholders regarding fisheries management, protected living marine resources, seafood inspections, and related international trade matters. This notice serves as a Sources Sought notice for market research purposes only and does not constitute a solicitation. Work Details The contractor will provide on-demand language interpretation and translation support services, which include: - Written translation to and from English and multiple foreign languages such as Spanish, French, Italian, Portuguese, Chinese (Mandarin and Cantonese), Japanese, Korean, Vietnamese, Thai, Indonesian, Russian, German, and Norwegian. - Remote simultaneous interpretation for bilateral meetings and events with some consecutive interpretation as needed. - Proofreading/editing and formatting support related to translations. - Project management and quality assurance/quality control for all services provided. - Approximately 30 to 40 meetings/events annually requiring interpretation services that typically last between 1 to 3 hours each. - An estimated 50 documents annually averaging about 10 pages each requiring translation. Most interpretation is expected to be virtual; however, rare in-person events may occur in Alaska approximately once every other year. Period of Performance The contract will have a one-year base period starting June 1, 2026, followed by four additional 12-month option periods for a total potential performance term of five years. Place of Performance Services are expected to be performed primarily at contractor facilities or other remote locations suitable for safeguarding Government information. Most written translation services will be conducted remotely.
