Background The Army has an urgent, time-sensitive need to provide immediate Cook augmentation support at the Schofield Barracks, HI NCO Academy Dining Facility (DFAC). This contract action is required to mitigate a critical disruption in food service operations resulting from the loss of all 92Gs (Military Cooks) at this location as of April 1, 2026. Without this augmentation, meal services at SBHI NCOA are at imminent risk of jeopardizing the readiness and overall well-being of military and civilian patrons. Work Details The contract requires Cook Support augmentation services to support the Dining Facility at SBHI NCOA DFAC. The following personnel are requested: 7 Cooks and 1 Manager. The contract will be awarded to the State of Hawaii, Department of Human Services, Division of Vocational Rehabilitation (Ho’opono Services for the Blind) in collaboration with Blackstone Consulting Inc. (BCI), who are currently providing Dining Facility Attendant services under an existing contract. Period of Performance Base period from April 1, 2026, to September 30, 2026; Option 1 from October 1, 2026, to December 31, 2026; Option 2 from January 1, 2027, to March 31, 2027.
