Background The City of Billings, Montana, is seeking bids for a contract to provide Household Hazardous Waste Collection services. The goal of this contract is to ensure the safe and efficient collection, packaging, transportation, and reporting of hazardous waste materials collected at the Billings Regional Landfill. The City aims to obtain high-quality service at a favorable price while adhering to safety and regulatory standards. Work Details The contractor will be responsible for the following tasks: 1. **Waste Acceptance & Segregation:** City employees will collect hazardous waste materials from participant vehicles and transfer them into appropriate storage trailers. Unknown materials will be set aside for classification by a Contractor Chemist. 2. **Packaging & Consolidation:** A trained technician will pack and consolidate waste materials weekly using appropriate methods based on the type and hazardous characteristics of the waste. This includes labeling and preparing necessary paperwork such as manifests and disposal forms. 3. **Transportation:** The contractor will transport the waste materials to an approved recycling/disposal facility. 4. **Reporting:** The contractor will prepare monthly/quarterly reports detailing the waste materials shipped. Specific waste streams include paint, aerosols, adhesives, flammable liquids, lab packs, herbicides, pesticides, corrosive liquids, fluorescent lamps, antifreeze, and spent oil with specified quantities outlined in Exhibit B. Period of Performance The contract will be for one (1) year with two (2) one-year options to renew upon mutual agreement of both parties. Place of Performance The services will be performed at the Billings Regional Landfill in Billings, Montana. Bidder Requirements Bidders must comply with specific insurance requirements including workers' compensation coverage as required by Montana law; commercial general liability insurance of $750,000 per claim and $1,500,000 per occurrence; and automobile liability insurance of $1,500,000 per accident. Bidders must also provide evidence of qualifications including a City of Billings Business License and a Montana Contractor’s License within 15 days of notification of contract award.
