Background The State of Oregon, through the Oregon Department of Administrative Services, is issuing this Invitation to Bid (ITB) for the Executive Building Parking Garage Security Updates. The goal of this contract is to enhance security and improve facilities at the Executive Building Parking Garage, which is part of the Department of Administrative Services' Enterprise Asset Management. This project aims to ensure a safer environment for users and improve the overall functionality of the parking facility. Work Details The work under this contract includes: - Installation of security pedestrian gates at two east stairwells and at level 1 pedestrian opening on the west side. - Replacement of existing perimeter metal screens at level 1 with new metal screens. - Addition of new pedestrian gates at the western entrance along with swing gates at the eastern entrance/exit ramps. - Resurfacing, patching, re-sealing, and re-striping of the parking garage as detailed in Attachments B (Technical Specifications) and C (Plans and Drawings). Period of Performance The project is expected to commence immediately upon issuance of a Notice to Proceed, with substantial completion required by August 31, 2026, and final completion by September 30, 2026. Place of Performance The work will be performed at the Executive Building located at 155 Cottage Street NE, Salem, Oregon. Bidder Requirements Bidders must be registered with the Oregon Secretary of State and licensed with the State of Oregon Construction Contractors Board (CCB) prior to bidding. A Public Works bond must be filed with the CCB before starting work on the project. Additionally, bidders are encouraged to engage certified disadvantaged business enterprises as subcontractors.
