Background The National Aeronautics and Space Administration's Goddard Space Flight Center is issuing a Request for Proposal (RFP) for the acquisition of the Sounder for Microwave-Based Applications as part of the Near Earth Orbit Network Program. This RFP replaces Draft RFP 80GSFC25R7005 issued on April 18, 2025, in its entirety. The goal of this contract is to develop and deliver flight models and associated parts necessary for the program's objectives. Work Details The contract includes the following Contract Line Item Numbers (CLINs): - **CLIN 0001**: Flight Model 1 and Parts for Flight Models 1-3. This includes Non-Recurring Engineering, Engineering Development Program, Flight Model 1 Production through Commissioning or Launch + 6 months, and Parts for Flight Model 1, Flight Model 2, and Flight Model 3. - **CLIN 0002**: Flight Model 2 and Flight Model 3 Production through Bench Acceptance Test at the Spacecraft/Mission Elements Contractor’s Facility. - **CLIN 0003**: Task Orders for Special Studies, Post-Commissioning or Post-Launch + 6 months for Flight Model 1, and Post-Bench Acceptance Test at the Spacecraft/Mission Elements Contractor’s Facility for Flight Models 2 and 3. The cumulative ceiling price for CLIN 0003 is $52,800,000. The estimated cost of CLINs is to be determined (TBD), with a Time of Delivery Incentive of $2,000,000 applicable to CLIN 0001. Period of Performance The effective ordering period of this contract shall be from the contract effective date to the last SMBA Flight Model Launch + 18 months. Place of Performance Deliverables will be shipped to the Goddard Space Flight Center located in Greenbelt, Maryland.
