Key responsibilities include: 1) Overseeing the operation and staffing of the Workforce Center system; 2) Collaborating with co-located agencies such as Veterans Employment Services and Adult Education; 3) Administering workforce development programs funded by WSNT including WIOA Adults, Youth, Dislocated Workers, TANF – Choices, SNAP E&T, Trade Adjustment Assistance (TAA), Wagner-Peyser Employment Services, RESEA, Summer Earn and Learn (SEAL), Business Services Assistance; 4) Ensuring compliance with fiscal and administrative requirements; 5) Developing a seamless service delivery system that maximizes customer satisfaction. Period of Performance The contract will commence on October 1, 2026. A four-week transition period will begin on September 1, 2026. The contract may be renewed annually for up to five years based on performance and funding availability. Place of Performance The services will be performed in the North Texas Workforce Development Area covering eleven counties: Archer, Baylor, Clay, Cottle, Foard, Hardeman, Jack, Montague, Wichita, Wilbarger, and Young. Bidder Requirements Eligible proposers include government agencies or units (local/county/regional), community-based organizations (non-profits), and private for-profit entities capable of fulfilling the role of a one-stop operator. Proposals from partnerships or joint ventures must identify a lead entity responsible for operations. Ineligible proposers include individuals or entities currently debarred or suspended from federal programs.
