Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO) to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services for a property in Kotzebue, Alaska. The goal is to procure services that will form an independent opinion of the market value of a defined property. Work Details The contractor will be responsible for providing appraisal and valuation services, specifically to determine the market value of the fee simple estate of a Native Allotment property located in Kotzebue, Alaska. The scope includes: 1. Conducting a thorough inspection of the subject property and verifying all market data utilized in value conclusions. 2. Preparing a narrative style appraisal report compliant with the Uniform Standards of Professional Appraisal Practice (USPAP). 3. Analyzing three approaches to value: Cost Approach, Income Approach, and Sales Comparison Approach, as applicable. 4. Reporting on any recorded or unrecorded documents affecting property value, including encumbrances and easements. 5. Providing detailed analysis on adjustments made for comparable sales based on various factors such as time, location, size, access, utilities, improvements, etc. 6. Including a three-year history of use and occupancy of the subject property along with rental history for at least three years. 7. Delivering initial appraisal reports within 120 days after contract award and final reports 15 days after review acceptance. Period of Performance The period of performance will commence upon contract award and is expected to last until the final appraisal report is submitted and accepted, which includes specific timelines for initial report submission within 120 days and final report submission within 15 days post-review.
