Background The FDA is seeking a contractor to provide nationwide evidence storage, transportation, and disposal management services. The goal of this contract is to ensure the secure and efficient handling of evidence throughout its lifecycle, aligning with the FDA's mission to protect public health by ensuring the safety and efficacy of products. Work Details The contractor must operate a facility that meets specific requirements throughout the contract's duration. Key tasks include: - Providing indoor storage with signed MOUs or leasing agreements for both indoor and outdoor facilities. - Implementing physical security measures such as motion sensors, alarm contacts at entry points, and limiting access to authorized personnel only. A detailed physical security plan must be submitted, including facility locations, descriptions of storage areas, and photographs of the facilities. - Reporting any loss, theft, or damage within 24 hours to the Contracting Officer's Representative (COR) and taking necessary actions for replacement or repair within 20 days. - Ensuring staffing availability during FDA site visits and providing a 24/7 point of contact for immediate response. - Maintaining insurance commensurate with inventory value and tracking all property from pick-up to final destination. - Conducting annual self-assessments on information security policies and procedures as required by HHS standards.
