This is a Sources Sought Notice and is for market research purposes only. This Is Not A Request For Proposal, Quotation Or Invitation for Bid. No Solicitation Is Currently Available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought announcement. The Government will not be held accountable for any costs incurred in response to this sources sought announcement The Contractor shall provide all plant, labor, material, design and supervision to provide and deliver approximately 8,001 tons of hot mix asphalt (HMA), and 8,072 gallons of Bituminous Tack and Prime Coats. Contractor shall also provide field and laboratory quality control testing, as required by the Government. Please see attached SOW for more information. All interested, capable and qualified contractors are encouraged to reply to this sources sought notice. Interested contractors are requested to submit a narrative demonstrating their experience in projects of similar nature as described in the SOW. Narratives shall be no longer than 4 pages. All responses are required to be emailed to the point of contact (POC) listed below. Background This Sources Sought Notice is issued for market research purposes by the Government, specifically for the Avon Park Air Force Range. The goal of the contract is to provide and deliver hot mix asphalt (HMA) and Bituminous Tack and Prime Coats, along with necessary quality control testing. This notice is not a request for proposals, quotations, or invitations for bids. Work Details The Contractor shall provide all plant, labor, material, design, and supervision to deliver approximately 8,001 tons of hot mix asphalt (HMA) and 8,072 gallons of Bituminous Tack and Prime Coats. The work includes: 1. Hot-Mix Asphalt (HMA): - All HMA mixtures must conform to UFGS 32.12.15.13 HMA Airfield Paving. - Deliver 8,001 tons of HMA Intermediate Course, Type B with PG 67-22 binder on an as-needed basis from June 8, 2026, to September 15, 2026. - Average daily sub-lot anticipated at 500 tons; delivery must be a minimum of 290 degrees Fahrenheit. - Deliveries may be required during nights and weekends. - Perform sampling and testing of cores from each 1,000-ton lot for JMF deviations in Laboratory Air Voids and Stability. 2. Bituminous Tack Coat: - Provide approximately 1,960 gallons; apply in quantities between 0.05 to 0.15 gallon per square yard over an area of approximately 12,400 square yards on an as-needed basis from May to October 2026. 3. Bituminous Prime Coat: - Provide approximately 6,200 gallons; apply in quantities between 0.10 to 0.40 gallon per square yard over an area of approximately 23,300 square yards on an as-needed basis from May to October 2026. Period of Performance The work will be performed on an as-needed basis from June 8, 2026, to September 15, 2026 for HMA deliveries and from May to October 2026 for Bituminous Tack and Prime Coats. Place of Performance The delivery destination for the HMA and Bituminous Tack and Prime Coats shall be Hotel Taxiway, located on Avon Park Air Force Range, Avon Park, FL.
