Summary

Intent to sole source to VALD Group Inc, for health performance assesment technologies. This is not a solicitation and quotes are not being accepted at the moment. 48th RQS is requesting the procurement of a VALD Health System. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Government intends to solicit to procure the below listed item. The Government does not possess or cannot provide the data necessary to manufacture the item:

All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 3 work days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Approval of a source is required. 355 CONS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. This notice serves as the synopsis and notice of intent to sole-source. The Government does not possess the necessary information to manufacture the equipment/items solicited hereunder from any source other than the OEM. Background The 48th Rescue Squadron (RQS) is seeking to enhance its Human Performance Optimization (HPO) program through the procurement of a VALD Health System. This initiative aims to standardize equipment for quantitative data collection, which is crucial for developing data-driven strength and conditioning programs and making informed Return to Duty decisions following injuries or surgical rehabilitation. The Government intends to negotiate solely with VALD Group Inc., as they are the original equipment manufacturer (OEM) and possess the necessary technology that cannot be sourced from other vendors. Work Details The contract involves the procurement of the VALD Health Performance System, which includes: - **ForceDecks (FD Lite)**: Dual force plates for analyzing neuromuscular performance in jumping, landing, and isometric tests. - **DynaMo Max**: A handheld dynamometer and inclinometer for objective strength and range-of-motion testing. - **DynaMo Max Expansion Package**: Adjustable straps and accessories for total body assessment with a travel case included. - **ForceFrame Max Strength Testing System**: An attachment device for maximal isometric testing of large body joints (upper and lower extremities). This integrated suite of tools is essential for measuring various components of human performance, including strength, power, and balance. The VALD Hub Cloud Analytics platform will also be included, providing customizable reports with unlimited user profiles, a 5-year warranty, all upgrades, and dedicated support.
