To provide for information systems engineering and information technology support services to United States Army Information Systems Engineering Command (USAISEC). The services will include engineering related activities in support of all aspects of information and communication systems. Support will be required for the full life cycle of USAISEC projects to include planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services. Worldwide support is required. Most of the worldwide support is required to occur at sustained locations that are secure and possess adequate infrastructure. However, worldwide support may include areas with challenging environments including remote locations, and sometimes hostile locations with little to no infrastructure. Work in highly secure facilities involving the highest level clearances may be required.
Background The United States Army Information Systems Engineering Command (USAISEC) is seeking to provide information systems engineering and information technology support services. The goal of this contract is to support all aspects of information and communication systems throughout the full life cycle of USAISEC projects, which includes planning, design, development, engineering, implementation, procurement, logistics, evaluation, testing, sustainment, systems retirement, and ancillary services. The contract aims to introduce new technologies and capabilities while increasing small business participation. Work Details The Contractor shall perform a variety of tasks including: 1. Information Systems Engineering: Translate functional requirements into design criteria for systems including radio and satellite systems, network security, enterprise information systems, and more. 2. Cybersecurity Engineering: Identify and integrate security requirements into system performance objectives; conduct risk assessments; develop security plans; ensure compliance with regulations. 3. Information Systems Integration: Establish or enhance information systems based on governing architecture; develop transition plans for migration; maintain IT engineering documents. 4. Installation Services: Provide installation and de-installation of IT equipment; procure materials as per task orders; ensure compliance with safety codes. 5. Test and Evaluation: Conduct evaluations and tests of information systems or networks to ensure functionality and compliance with specifications. Period of Performance The anticipated period of performance is from December 1, 2026 to November 30, 2031. Place of Performance Worldwide support is required at secure locations with adequate infrastructure as well as in challenging environments including remote or hostile locations.
