Background The Military Sealift Command Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6071 for vessel(s) capable of meeting specific transportation requirements. The goal of this contract is to secure a U.S. Flag, Jones Act compliant ocean-going certified tug to support the U.S. Navy's exercise Valiant Shield 26, which involves towing the EX-JUNEAU (LPD-10). Work Details The contractor will provide one tug that meets the following specifications: 1. Capable of towing EX-JUNEAU (LPD-10) in accordance with the U.S. Navy Tow Manual. 2. Tug must be built in 1970 or later and have sufficient bollard pull to maintain a minimum tow speed of six knots under specified conditions. 3. The contract includes a four-day laytime for the entire mission, with departure from Pearl Harbor, Hawaii, and an intermediate stop at Guam before proceeding to the Marianas Island Testing and Training Surveillance Area. 4. The contractor must prepare a comprehensive towing package for review and approval prior to commencement of tow, including technical evaluations and compliance with safety regulations. 5. Position reports are required at specified intervals during the mission, and the contractor must facilitate U.S. Navy personnel training on the towed vessel during the stop in Guam. 6. The contractor is also responsible for providing necessary equipment such as emergency tow lines and navigation aids, as well as obtaining services from an Independent Marine Surveyor. Period of Performance The period of performance begins on 18 May 2026 with laydays commencing and cancelling on that date, culminating in arrival at the designated drop location no later than sunset on or about 26 June 2026. Place of Performance The contract will be performed primarily in Pearl Harbor, Hawaii; Guam; and approximately 250 nautical miles southeast of Guam.
