THIS IS NOT A REQUEST FOR QUOTE (RFQ). THE GOVERNMENT WILL NOT PAY FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS PRESOLICITATION. The Government intends to issue a Firm-Fixed-Price (FFP) sole source solicitation/contract to Interstate Barricades, LLC (Cage Code 4FXP6). The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, delivery, installation, maintenance, and removal necessary to support traffic management and crowd control operations for the 2026 Warriors Over the Wasatch Airshow at Hill Air Force Base (HAFB), Utah. All work shall comply with federal, state, local, and Department of Defense (DoD) regulations, including MUTCD standards. Type: Service

03/31/2026 Firm-Fixed-Price (FFP) Contract
Background The Government intends to issue a Firm-Fixed-Price (FFP) sole source solicitation/contract to Interstate Barricades, LLC for the 2026 Warriors Over the Wasatch Airshow at Hill Air Force Base (HAFB), Utah. The event is a large-scale public gathering expected to attract hundreds of thousands of attendees, necessitating effective traffic management and crowd-control measures to ensure safe pedestrian movement, efficient vehicle flow, and secure airfield operations. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, delivery, installation, maintenance, and removal necessary to support traffic management and crowd-control operations for the airshow. Specific tasks include: - Delivering required equipment to designated locations on HAFB; - Installing traffic-control and crowd-control devices per government-provided layout diagrams; - Maintaining all equipment in serviceable condition throughout the event; - Providing on-call support during event hours for adjustments or emergency response; - Removing all equipment and restoring areas to their original condition after the event. Equipment requirements include: - 860 Crowd Barriers (Bicycle Fence); - 175 Drums; - 355 Delineators for airfield safety; - 40 Sign Stands for parking areas; - 600 Event Cones for on-installation traffic flow; - Various signs and drums for off-base traffic operations in coordination with UDOT and local law enforcement. Period of Performance The contract will be performed from June 24, 2026, through June 29, 2026. This includes delivery of equipment by June 24, installation prior to the event days of June 26-28, on-site support during the event, and removal of all equipment by June 29.
