Background The Naval Medical Research Command (NMRC), located in Silver Spring, MD, is executing this justification on behalf of the Navy to fulfill Navy Expeditionary Medical Research requirements. The contract aims to provide essential technical support for the Disorientation Research Device (DRD), which is a critical and high-value research system for Navy Medicine. Ensuring the DRD's operational availability and functionality is vital for its data collection capabilities in world-class research. Work Details The contractor will provide one field engineer onsite for five days each year, with up to eight hours of support per day. This support includes general maintenance, performance checks, and troubleshooting assistance specifically tailored for the Disorientation Research Device (DRD). The technical expertise required for this service can only be provided by Environmental Tectonics Corporation (ETC) from Southampton, PA, as they are the original equipment manufacturer (OEM) of the DRD. This contract represents a sole source acquisition due to the unique qualifications of ETC. Period of Performance The contract is set to commence on March 30, 2026, and will continue annually thereafter as specified. Place of Performance The services will be performed onsite at the Naval Medical Research Command facilities.
