Background The U.S. Environmental Protection Agency (EPA) is issuing this contract for the maintenance and upgrade services of Horiba equipment at the National Vehicle and Fuel Emissions Laboratory (NVFEL). The goal of this contract is to ensure that all existing Horiba-supplied instrumentation, benches, CVS units, dynamometers, and other affiliated equipment remain operational and are upgraded as necessary to meet future testing needs. Work Details The contractor is required to provide parts, labor, supervision, and equipment for remedial and preventive maintenance, troubleshooting, upgrades, spare parts, installation, and commissioning of Horiba-supplied equipment. Key tasks include: 1. Preventive Maintenance: Conducted once per period with inspection and testing of equipment; includes cleaning, adjusting, replacing consumables like O-rings and gaskets, lubricating equipment per manufacturer guidelines, and annual calibration of gas dividers. 2. Remedial Maintenance: Performed after a service call indicating inoperative or diminished capability systems; technician must respond within two business days during normal working hours. 3. Parts Supply: Contractor must supply spare parts as identified by the EPA or the contractor; replacement parts are required during remedial maintenance calls. 4. Upgrades: Contractor must provide upgrade services including enhancements to existing functionality, installation of peripheral drivers, training on systems, reconfiguration of obsolete equipment/software, software version upgrades in response to regulatory changes or testing needs. 5. Reporting: Submission of service tickets upon completion of work detailing date of service, requestor information, equipment details, work performed narrative, preventive maintenance reports, parts used with identification numbers, labor itemization, and signatures for acceptance.
