This extension is justified, which allows for exceptions to fair opportunity in specific circumstances. The justification aims to continue critical work related to the Electronic Immigration System (ELIS) and the Global enterprise case management system, which are essential for USCIS's mission of processing immigration applications and ensuring national security. Work Details The justification seeks approval to continue the following unique work on ELIS and the Global enterprise case management system: 1. Develop security capabilities to enhance vetting and identification of national security and public safety threats, including social media vetting. 2. Maintain and scale the major enterprise benefits case management system. 3. Support interactive capabilities such as real-time communication, data sharing, and workflow integration with partner agencies like ICE, CBP, and DoS. 4. Provide proactive monitoring, timely security patching, and incident response services. 5. Develop initiatives such as the Gold Card and D1/D2 programs, including adding adjudication capabilities for investor programs. The work is deemed mission-critical as it supports IT development, security integration, and maintenance efforts necessary for sustaining ELIS and the Global enterprise case management system. Place of Performance The services will be performed at locations relevant to USCIS operations.
