The Centers for Medicare & Medicaid Services (CMS) is seeking information from industry to support the future recompete of the Medicare Current Beneficiary Survey (MCBS) requirement. CMS is anticipating to expand its hybrid cloud portfolio with the planned establishment of additional FedRAMP High (CMS ATO) environments in Google Cloud Platform (GCP) and commercial Microsoft Azure, expected to become operational in Spring/Summer 2026. In parallel, CMS intends to elevate its commercial AWS environments to ATO High, enabling a long-term transition away from reliance on AWS GovCloud and Azure Government where appropriate. Through this RFI, CMS seeks industry input on solutions and services that can operate, modernize, and optimize CMS's hybrid cloud hosting environment, enabling secure, scalable, and cost-effective delivery of CMS mission systems while supporting emerging technologies and evolving federal cloud strategies. Background The Centers for Medicare & Medicaid Services (CMS) is the largest single payer of healthcare in the United States, administering health insurance coverage for over 120 million people. CMS aims to improve healthcare quality, accessibility, and affordability while safeguarding program integrity and preventing fraud, waste, and abuse. The Medicare Current Beneficiary Survey (MCBS) is a critical tool for CMS to gather comprehensive data on Medicare beneficiaries' experiences and healthcare utilization. This RFI seeks industry input to support the future recompete of the MCBS requirement and to explore solutions for modernizing CMS's hybrid cloud hosting environment. Work Details The MCBS is a continuous, multi-purpose longitudinal survey that collects data directly from Medicare beneficiaries across various demographics. Key tasks include: 1) Administering surveys to gather essential information on beneficiary income, supplemental insurance coverage, non-Medicare payments, and healthcare experiences; 2) Linking survey data with Medicare claims and assessment data to provide insights for policy development; 3) Ensuring the survey reflects the full diversity of the Medicare population; 4) Adapting the survey methodology to meet evolving data needs and policy priorities; 5) Implementing innovative enhancements in survey operations, including potential uses of artificial intelligence; 6) Migrating the MCBS system to a government-owned cloud environment while maintaining data collection without interruption. Period of Performance The contract will be performed over an extended period starting with operational capabilities expected in Spring/Summer 2026. Place of Performance The contract will be performed in a government-owned cloud environment operated by contractors.
